It is the Village’s belief that implementation of an Automated Red Light Photo Enforcement Program will reduce the number of red light collisions and injuries associated with such crashes. The goal of this program is to increase traffic safety in Villa Park by reducing red light running violations, red light crashes, and red light injury crashes without impacting city funds. -
No. The automated system only becomes active once the red light is showing. It will not capture a vehicle that enters the intersection prior to the light changing to red. If you entered the intersection on yellow, it is legal to clear the intersection if the light turned red while you were still in the intersection. In the violation notice, the first photo shows your car at the white line when the stoplight was red. In the second photo the stoplight was still red when the car proceeded into the intersection.Red Light Cameras

No. A violation of the Villa Park Ordinance is a civil violation assessed against the owner of the vehicle; it is not a criminal violation. Similar to a parking ticket, there is no need to identify the driver and therefore, no need to capture the image of the driver. Failure to pay the civil penalty or to contest liability prior to the pay or contest date on the notice will result in a determination of liability being entered against you. You will be given another 14 days to pay, at which time, if payment has still not been received, a final determination of liability will be issued. If the final determination of liability is not paid, a late payment fee will be imposed and the fine increased. The images and video passed a two part review process by qualified technicians before being submitted to the Villa Park Police Department for final review and approval. The alleged civil infraction notice was then mailed to you as the registered owner or identified driver. Confirmation of your name, address and vehicle registration information was provided to the Villa Park Police Department by the Illinois Secretary of State’s Office. You have the option of contesting the violation either by mail or by requesting an in-person hearing.

The Village provides parking areas designated for Metra commuters. Beginning May 1, 2023, daily parking at the Villa Park Metra station parking lot (all parking spots) will be utilizing pay-by-license plate instead of pay-by-space number. Users will enter their license plate number instead of space number into the kiosk (located on the North lot) or through the Passport app. Monthly parking is now available.

If you are leasing or purchasing an existing space or building, you may want to contact the Permitting Division to schedule a pre-inspection of the property to determine whether improvements are necessary, or possibly to bring the building into compliance with the Village Code. This pre-inspection fee is $50.
Finally, you will need to obtain a Certificate of Occupancy prior to starting business from the Permitting Division. -
The easiest way to determine whether your business is a permitted use at a particular location is to contact the Community Development Department, 630-433-4300. Between May 15 and September 15 of every year, the Village of Villa Park follows an even/odd watering restriction. Even numbered addresses can water on even numbered days, and vice versa for odd. For example, if you live at 29 N. Michigan Avenue, you would be allowed to water on the 1st, the 3rd, etc. of each month. Watering should not take place between the hours of 12:00 pm and 6:00 pm, per Village Code (Section 25-367).

Simple over-the-counter permits, such as roofing, are typically issued the same day, while more complex permit applications require review by several departments, and consequently take 10-15 working days for initial review.

For the typical new construction project, you are required to submit, a building permit application, contractor information (electrician, plumber, H.V.A.C., etc. as applicable), an electronic submittal (PDF), and hard copies of the following: Plat of Survey, Site Plan, Detailed Architectural Building Plans (floor plans, elevation plans, roof plans etc.), and Engineering/Civil Plans.

- Check where you keep your important papers. You should have received a Plat of Survey at the closing when you purchased your property.
- You can check with your realtor, they may have it.
- If you provided a recent Plat of Survey as part of a building permit application, you can fill out a Freedom of Information request, and we will do a search of our files.
- Contact a surveyor and order a new Plat of Survey.

Public Works - Parkway Trees
To plant a tree in a parkway, the following qualifications must be met: the requestor must want a tree, and there must be adequate space for the tree to grow successfully. The spacing guidelines include the following: trees must be at least 50 feet from street intersections (or further if needed for sight distance to traffic signs), at least 25-30 feet apart from other trees or objects, and the parkway should have a minimum depth of 6 feet from the curb to the sidewalk. Village staff will review each location individually to determine eligibility, as conditions may vary, and will make the final decision. The Village prioritizes parkways that currently have no trees when determining the planting schedule.

Tree plantings usually take place in the Spring and/or Fall, depending on factors such as tree availability, contractor schedules, and weather conditions. While exact dates are not set yet, residents will be notified in advance before any planting occurs.

There is no cost for residents requesting a parkway tree to be planted at their location. The Village plants trees annually, evaluating planting sites on a first-come, first-served basis, as the budget allows. In 2025, the Village plans to plant 150 trees, thanks to an increased budget from the Village Board.
Additionally, the Village offers an Adopt-a-Tree program, where residents can select a tree from a list of available options and choose its planting location (such as a parkway, park, or other public space if permitted). For more details, visit the Parks & Facilities website.

Yes, the Village installs a Gator Bag (a refillable watering bag) on each newly planted tree and periodically refills it throughout the first growing season to help establish the tree. While residents are welcome to assist by refilling the bag more frequently, it is not required, and no water credit will be given for this. If a tree does not survive its first year, the Village will remove the tree and include the location in the next planting cycle.

The Village follows a five-year trimming cycle for parkway trees, focusing on removing visible dead wood and raising the canopy to reduce hazards rather than providing a full trim. Day camp is primarily outside at the Villa Park Recreation Center. We also utilize Jefferson Pool. Campers will be off-site on their designated field trip days but will return to the Villa Park Recreation Center before pick-up time.

Registration for Jr. Adventure Camp, Adventure Camp, and Mini Adventure Camp as well as Sunrise and Sunset camp must be done either online or in person at the Villa Park Recreation Center (320 E. Wildwood Ave, Villa Park). Online registration is available for all options but must be done the Thursday before a new session by 4:00 pm.

Families may choose to pay in full at the time of registration or enroll in a payment plan. A payment will be due at the time of registration to secure your child’s spot. The remaining balance will be automatically deducted from the payment method on file on May 21 and June 4.
Payment plans are available for both full summer (10-week) registrations and weekly camp options.

The full Summer (10-week) discounted rate is non-refundable. Camp groups are formed by age group. We will take friend requests and elementary school attendance into consideration, but it is not guaranteed. There will be opportunities throughout the day for all camp time.

Please pack a backpack for your camper with any items you think will help them have a successful day. It is a requirement to pack a lunch, water bottle, and sunscreen daily. Other items that may be brought: bug spray, snacks, hats, sunglasses, goggles, extra clothes, etc. Please make sure ALL items are labeled with your camper's first and last names.
On swim days it is required to have your camper bring their swimsuits and towels. On field trips days, campers are required to wear their camp shirts.

NEDSRA support staff is available to work alongside program participants. You may request NEDSRA support during camp registration. There will be a section to fill out for any special accommodations.
