Why is this not being enforced? Some of the fireworks I hear and see are illegal in the State of Illinois. It's very disruptive at night at hours to be awakened by loud booms. If citations were written I am sure this would decrease. During dry seasons I wonder how many fires have started because of fireworks.

Real estate taxes are already to high in York Township because of the schools. Just a couple years ago an increase was snuck through on a local election for athletic facilities. Neighbors have already moved because of age and our taxes. Real estate taxes place an undo burden on retirees. Seek more money from the federal government and make better use of funds like fixing streets before new sidewalks are added, or new curbs for bike riders at intersections. Illinois only gives seniors a minor break in real estate taxes.

Currently the minutes for some board meetings are posted here, but only a few. Minutes should be posted for all board meetings including special and emergency meetings. The minutes should be posted on the board within one business day. If a meeting was held on Friday night, the minutes should be posted no later than the following Monday before the close of the day. Not everyone can attend all of the meetings, so to keep people more informed the minutes must be posted as soon as possible. One business day seems reasonable as the minutes are being generated during the meetings. A well informed community makes for a better local government.

Each property owner needs to do beautification projects to the best of their ability. Not only to make it nice to look at for the property owners but for those that drive or walk by. Mow lawns on a regular basis. Rake leaves if needed. Pick up trash and junk just sitting around the property. Not only make properties nice that are visible from the street but back yards as well. With weekly garbage pick up available your junk should not be on the property for longer than the next scheduled pick up. With weekly garbage pick up service availabel their is no excuse for yard waste to be dumped on a property for more than a few days until the next pick up. If you see a maintenance issue in your neighborhood organize a group to solve it or contact the village for further assistance.

So the benefit to the village is making the village safer. The more people in the village who know how to give CPR the more lives can be saved.

Supposedly it was determined to be a good idea to change the schedule of water billing to once a month. If anything it does not reduce cost, and is inconvenient for many, If this was done to help those who could not pay their bills, at least give us the option of returning to the previous billing schedule. If everything is computerized it should be a simple program change to make this option available.
As for those who could not pay their bills before, you have only made it worse, as now they can receive more late fees since the billing occurs every month. You will at least save some postage by sending out fewer bills.

Villa Park has a good broadcast program and the individuals who work on it should be commended. A change that I strongly recommend is to have this station only broadcast programs relative to our area or village. These would include board meetings, and other local government activities. The upcoming 100 anniversary may be a good source for future programs.
The current old time programs that are broadcast should be dropped as there are other channels available on cable for old programs but only one channel for Villa Park. I think it is even better to rebroadcast some of the village meetings at different times than to have some of this other entertainment. So overall the village should be the emphasis.

As I recall at one time a free local newspaper was allowed to be distributed in the Municipal building, but it was stopped. I would like to suggest that if a newspaper is specifically for Villa Park and provides news about the village and people and is not just a paper filled with ads that it again be allowed to be displayed on a rack for free in the building on the first floor. The vendor must take responsibility for picking up the previous paper when the new one is dropped off. I find this to be a benefit tar the village. Unlike neighboring towns, there is not a special issue of the online Patch newspaper which is free, so a free local newspaper seems desireable. People who pick up the newspaper should not just discard it on the property as litter, and if they do they should be handled according to our laws against littering. If publishers of other newspapers complain, they should be told they can make their newspaper available also in this manner if it is free.

We have had enough tax requests over the past few years. It should be noted that Illinois has the second highest property tax rate in the country, only surpassed by New Jersey. They need to itemize how our current taxes are being spent before asking for more. Our burden will only get worse as more people leave the state.

Home owners and and all others living in Villa Park need to take responsibility for maintaining cleared drains and culverts so water may drain properly in heavy rains. None of us like to see a street flood when we have major rains, but we can all help a bit in this matter. Though the village does a good job in cleaning our streets all of us can help a little. If you see a storm drain covered with leaves, it would help if we took some responsibility for clearing these drains and areas in front of pipes in culverts.
With the leaves now falling, it would be a good time to keep an eye on these storm sewer areas. It is a shame to see a street flooded because a drain was blocked with leaves or other obstructions. One of the last things I do in the fall is to check the culverts so it is not clogged with leaves. When the snow falls the culverts will be covered with snow, and if you have drains blocking the free flow of water it may freeze causing a more difficult problem to be fixed.

I have begun the process of organizing a weekly car show in the Villa Avenue Business. Neighboring communities have been doing these for years. I am hoping for support from the Village of Villa Park and the business community to make this a success this summer starting in June. The event will be on Friday nights (except when in conflict with other event dates) and located at Cortesi Veteran's Memorial Park at Kenilworth and Cortesi - one block west of Villa Avenue. Future plans would be to move to larger space near the Ardmore Avenue Business District at Central and Ardmore.

I wanted to propose what about making St. Charles Ave more attractive to those who drive through. As of now it is just a bunch of strip malls. Why not plant flowers around trees, hang banners from light posts with Villa Park name and yrs of establishment. Maybe have artists create items for the sidewalks or add seats by bus stops. Thought this could make the entrance of Villa Park more appealing for businesses and future potential homeowners. I’m new to the area and not sure who to contact or if there is a group already in place that can do something like this, if so I would like to be a part of that too.

Any group who wants to sponsor a community run should have as much of it across the prairie path. Additionally a notice must be given to the area impacted by the run. This board would be an ideal place for this notification to be made. An area after notification should have the option to turn it down, This will help to avoid the same neighborhoods being used over and over as the same streets should not be used over and over as it can block traffic on a street for a period of time. Limit the number of runs that can be done in a year.

Snow can be a problem in the winter. Our village tries to clear the streets to make it safer for people driving. Unfortunately there are people that snow blow snow right back into the street after the street has been plowed. I do not mean where some snow may drift into the street or where some snow may go into the street when first clearing the snow but than cleaned in a short time as the cleanup continues. I am referring to people who direct the snow blower to throw the snow into the street. They are creating hazards especially at night, as a driver may not see the ridges. People need to be warned about the hazard they are causing. Also a number should be made known to the village to report these hazards, non emergency police number as an example. Aside from ridges which are hazardous, this snow may melt and cause ice to form on a cleared street.
At the least a notice should be sent to residents to stop throwing snow back into a plowed street.

This should not be seen as a replacement for classes, but at least giving more people information on life saving actions. I know this would have to be pursued cautiously so someone does not attempt to sue the village because they incorrectly used information in their failed attempt to save someone.

Villa Parks budget needs to be more accessible and include more information. Taxes were raised so we need to take a better look on how our money is being spent. At one time the pensions were a separate item in the budget but now it is collapsed into the corporate budget. This item needs to be reported on its own with a further breakdown by departments. Though pensions are something to keep, we need watch them closely as this is how our state has gone bankrupt. Further details should be given on how early pensions may be taken and is their a penalty for early retirement. The range of annual pensions should also be given, highlighting the pension amounts for retired personnel.
Most people would be shocked if they saw the range of pensions given in Illinois A substantial number are receiving pensions over 200,000 a year with the highest around 500,000. We must avoid letting pensions get out of hand as hey have for the state.

Currently the waste water bill is based upon water usage. Unfairly this does not take into account water used by gardeners to water their gardens in the summer. I attempt to control the amount of water used on my lawn to reduce water usage, but my vegetable gardens would die if they are not watered during dry spells. When I do this watering it not only increases my water bill but also my sewage bill. I understand the water bill where we are penalized for using Chicago's water, but it does not add to the sewage issue. Hence there should be recognition of this fact and an adjustment made during the summer, particularly June, July and August.

"Kraft paper bags of leaves at no cost without affixing yard waste disposal stickers during a seven-week period beginning October 20th and ending December 5th."
Would it not reduce waste even more by allowing residents to use a plastic barrel filled with leaves. First you would reduce waste as the paper bag would not be necessary which is actually waste, Additionally it would save the village resident money since they would not have to buy those paper bags at the store. I know I have plastic barrels no longer used since the tops have been chewed up by our friendly little critters. It seems to me this is a win win situation as we reduce waste (no paper bags needed), and it saves the residents the cost of the bags.
