Increased Mitigation Measure to Begin for Region 8

As of October 20, Region 8 surpassed the Illinois Department of Public Health’s COVID-19’s threshold of 8% test positivity 7-day rolling average or for three or more consecutive days. As a result of increased COVID-19 spread and increased positivity rates, heightened mitigation measures will be put into place for Region 8, which encompasses all of Kane and DuPage County, including Villa Park, beginning 12:01 a.m. on Friday, October 23, 2020.

What to Expect:
Mitigation efforts will be put into place to reduce the increased spread of COVID-19. Region 8 will be required to adhere to Tier 1 mitigation measures, as determined by the Illinois Department of Public Health. These include the following restrictions:
Bars

  • No indoor service
  • All outside bar service closes at 11 p.m.
  • All bar patrons should be seated at tables outside
  • No ordering, seating, or congregating at bar (bar stools should be removed)
  • Tables should be 6 feet apart
  • No standing or congregating indoors or outdoors while waiting for a table or exiting
  • No dancing or standing indoors
  • Reservations required for each party
  • No seating of multiple parties at one table
Meetings, Social Events, Gatherings
  • Limit to lesser of 25 guests or 25% of overall room capacity
  • No party buses
  • Gaming and casinos close at 11 p.m., are limited to 25 percent capacity, and follow mitigations for bars and restaurants, if applicable
  • Restaurants
  • No indoor dining or bar service
  • All outdoor dining closes at 11 p.m.
  • Outside dining tables should be 6 feet apart
  • No standing or congregating indoors or outdoors while waiting for a table or exiting
  • Reservations required for each party
  • No seating of multiple parties at one table

Returning to Phase 4 Requires Decrease in Positivity Rates
In order to return to Phase 4, COVID-19 positivity rate averages must be less than or equal to 6.5% over a 3-day period. If the positivity rate averages between 6.5% - 8% the IDPH will continue to monitor the region to determine if additional mitigations are needed.
If the positivity rate averages are greater than or equal to 8% after 14 days, more stringent mitigations may be applied to further reduce the spread of the virus.

Halloween Trick-or-Treating in Villa Park

The Village of Villa Park's recommended hours for trick-or-treating are Saturday, October 31, 2020 from 3 p.m. to 7 p.m.

Consider the following safety tips and ideas for a socially distant Halloween celebration:

  • Do not participate in trick-or-treating if you are feeling unwell.
  • Face coverings should be worn by all participants over the age of two, including individuals passing out treats.
  • Avoid close contact with others by leaving candy on your porch - or even socially distanced on your lawn, driveway, or walkway.
  • Offer candy on a disinfected table or use some other method to eliminate direct contact with trick-or-treaters.
  • If you would prefer to answer the door to greet children individually, pass out candy instead of inviting children to take a treat from a communal bowl. Ask children to tell you their choice of a treat, rather than taking it themselves.
  • Do not trick-or-treat in groups with others; trick-or-treat as a household.
  • Maintain a safe distance from other trick-or-treating groups, and do not approach a house until the previous group has left.
  • Please do not distribute homemade treats or fresh fruits.
  • Keep hand sanitizer near your door for you and for trick-or-treaters. Take sanitizer with you when taking your children out to trick-or-treat.
  • Make sure your children wash their hands after trick-or-treating especially before eating their candy.
  • Turn ON your porch lamp or outdoor lights to show that your home is welcoming trick-or-treaters. Not all families may feel comfortable participating in trick-or-treating this year; teach children not to ring the doorbell if a light is not on.

For residents who do not wish to participate in trick-or treating this year, the Village of Villa Park has a "No Trick-or-Treat" sign you can print and put on your front door to alert potential trick-or treaters. For further questions about Halloween, please contact the Village of Villa Park at 630-834-8500. To print out the "No Trick-or-Treat" flyer below click here.
