Objective

To improve the condition of the roadway by means of selected pavement rehabilitation methods. To improve the water system capacity and reliability by replacing the existing undersized water main.

Description

This project consists of improvements on North Harvard Avenue from Jefferson Park to Plymouth Street. The project consists of installing approximately 1,800 linear feet of 8” water main, including fire hydrants, valves and water services. The project also includes pavement removal, aggregate base course, Hot-Mix Asphalt Binder Course, Hot-Mix Asphalt Surface Course, curb and gutter installation, sidewalk removal and replacement, driveway pavement removal and replacement, adjusting sanitary services, storm sewer removal and replacement and parkway restoration.  

Justification

The Village’s Pavement Management Program has determined that the condition of the street has deteriorated to the point that pavement rehabilitation is needed. The pavement improvements are to be partially funded by voter approved bond proceeds. The existing 4" water main has insufficient capacity and a high incidence of water main breaks. The Illinois EPA Public Water Supply Loan Program (PWSLP) is expected to provide loan funding for the water main improvements.

A mandatory pre-bid meeting for contractors interested will be held on December 8, 2020 at 11:00 a.m. via Zoom. Village and Consulting engineering staff will be on hand to answer questions regarding interpretations of the project plans and specifications and discuss project scheduling. If required, a project addendum will be prepared based upon questions raised by the bidding community and distributed to all attendees for inclusion within their respective bids. September 24, 2021Placement of sod is complete. A punch list has been provided to the contractor and completion of the punch list work is currently in progress.
September 3, 2021The only remaining construction efforts are the placement of sod and the completion of punch list work. A punch list has been provided to the contractor. Sod placement is expected to take place next week as long as temperatures remain favorable.
July 16, 2021The only remaining construction efforts are the placement of sod and the completion of punch list work. A punch list was provided to the contractor this week. Sod placement will not be able to take place until temperatures are favorable for the foreseeable future.
July 9, 2021Placement of topsoil was completed last week. Final asphalt surface paving was completed this week. The only remaining construction efforts are the placement of sod and the completion of punch list work. Sod placement will not be able to take place until temperatures have dropped.
July 2, 2021Manhole frames have been adjusted to final grade. Placement of topsoil was unable to take place the first half of this week due to the prolonged rain. That work has now resumed and it is hoped that the weather will continue to be favorable so as to allow the topsoil placement to be completed next week. Assuming that is the case, final asphalt surface paving could take place as early as next week as well.
June 25, 2021Paving of a preliminary layer of asphalt, or “binder course” was completed this week. Work is now underway to place top soil in parkways and to adjust manhole frames to final grade in advance of final asphalt surface paving. All residents in the project area have driveway access again.
June 11, 2021Preparation of the new roadway is now underway. Installation of most of the new concrete curb and gutter was completed this week. Residents in the project area are currently without driveway access for the next 7 to 10 days while the concrete cures, and while driveway apron and sidewalk work take places.
June 4, 2021Underground utility work is now complete. The contractor is now in the process of excavating the roadway and constructing the base for the new pavement. Concrete curb and gutter is expected to be constructed late next week, at which time residents in the project area will be without driveway access for 7 to 10 days.
May 28, 2021The contractor finished installing new water services on the new water main this week. The contractor is now in the process of connecting the new water main to the existing water mains on adjacent streets, and abandoning the connections to the old water main.
May 21, 2021Construction is in progress. The contractor is in the process of installing new water services on the new water main.
May 14, 2021The Village received a water operating permit from the IEPA for the new water main this week. The contractor is now in the process of installing new water services on the new main. A water service connection was also made to Jefferson Pool this week in advance of the pool’s planned public opening.
April 30, 2021Construction is in progress. Installation of the new water main was completed this week. The new main also passed pressure testing this week, and must now undergo disinfection and water quality testing before being placed into service.
April 16, 2021Construction is in progress. Work is currently underway on the construction of the new water main.
April 9, 2021Construction began this week. The installation of a new storm sewer manhole at the intersection of Harvard and Vermont was completed this week and the traffic detour was removed. Work is currently underway on the construction of the new water main.
April 2, 2021A contract was executed this week. Preliminary work has already started, and full construction operations are expected to start next week.
March 26, 2021Staff is coordinating the execution of contracts and the start of construction. Construction is expected to begin in the next one to two weeks.

March 10, 2020A contract was awarded with Builders Paving, LLC, at the the March 8, 2021 Village Board meeting. A preconstruction meeting is scheduled.
January 26, 2021A bid opening for this project was held in December. Staff is working through the contractor approval process required as a part of the CDBG grant funding awarded to the project, and expects to submit a contract award recommendation for board consideration when that process is complete.
January 15, 2021Distribution of payment letters for residents who expressed interest in optional work has begun this week. Residents have until Monday, March 1, 2021, to submit any payments for optional work.

November 13, 2020The project was advertised for bidding.
September 30, 2020A progress meeting was held with DuPage County Community Development Commission and Christopher B. Burke Engineering, Ltd. The pre-final plans and specs are expected soon, and the advertisement for bids is expected to be issued within the next few months.
