Overview

The Sugar Creek Watershed Drainage Improvement Project, also known as the "Jackson Pond Improvement Project", is a large scale multi-year plan to reduce local flooding frequency and severity. The Sugar Creek project has been broken up into multiple projects that will be bid and constructed separately over the course of several years. More detailed information on these projects can be found below.

September 2, 2022The Jackson Area Improvement Project is under design. Construction is expected to begin within the next six to twelve months.
July 26, 2022`A bid opening was held for the Jackson Pond Expansion Project. Staff is reviewing the bid submittals.
December 10, 2021.The Village has been awarded grant funding of $4,000,000 for the Jackson Pond Expansion Project through the Federal Emergency Management Agency’s Pre-Disaster Mitigation (PDM) Grant Program. The total estimated cost of the project is approximately $5.8 million. A grant agreement with the Illinois Emergency Management Agency (IEMA) was approved at the October 11, 2021 Village Board meeting. This grant agreement has been fully executed. A proposed engineering services agreement for final design of the project has been submitted for consideration at the December 13, 2021 Village Board meeting.
May 22, 2020Jackson Pond Expansion Project: Engineering design of the pond expansion is complete, but the project has not been able to proceed to construction due to concerns from School District 45. In addition to affecting the project timeline, those concerns have also resulted in significantly higher estimates for construction costs. In response, staff has been actively seeking out external funding sources and submitting funding applications. Staff submitted another such grant application this week to the Rebuild Illinois Fast Track Program that was announced by Governor Pritzker last week. Staff is optimistic about the application’s chances and hopes to receive a decision on whether or not the project will receive funding by the end of June. Separately from the pond expansion efforts, design of the upstream stormwater improvements on Wisconsin and Addison is still in the planning stages. Staff is working with the prospective design engineer to establish the scope of those design efforts.
