Objective

To significantly improve the condition of the roadway by removing the existing deteriorated pavement and replacing it with a new structurally sound pavement. To improve water system capacity and reliability by replacing the existing water main.

Description

This project consists of the reconstruction of North Charles Avenue from St. Charles Road to Oak Street. The project includes combined sewer separation. The project also includes replacement of the existing 4'' water main. Some selective sanitary sewer system improvements are also included.

Justification

The Village's pavement management program has determined that the condition of the street has deteriorated to the point that pavement rehabilitation is needed. This project is to be partially funded by voter approved bond proceeds. The existing 4'' water main has insufficient capacity. The Illinois EPA Public Water Supply Loan Program (PWSLP) is expected to provide loan funding for the water main improvements.

Proposals for the Charles Avenue Improvement Project will be received electronically by the Village of Villa Park, Illinois, through QuestCDN at https://www.questcdn.com under QuestCDN Project #7068504 until the Bid Deadline.  Immediately thereafter, the proposals will be opened and read aloud via Zoom.  Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and to such date as the Village, in its sole discretion, determines is in the best interest of the Village.   The Bid Opening Zoom meeting may be accessed as follows:

March 11, 2022Only punch list work remains. Staff is working to coordinate the completion of that work. Staff is also working to prepare a final, balancing change order to submit for consideration by the Village Board.
December 24, 2021Only punch list work remains. That work is mostly complete, but the few remaining items will likely be postponed until spring 2022. Staff is working to prepare a final, balancing change order to submit for consideration by the Village Board.
November 12, 2021The only remaining project milestones are the establishment of the new sod and the completion of punch list items. A punch list inspection was completed this week and a final punch list was provided to the contractor.
October 22, 2021Final asphalt surface paving took place this week. Sodding and tree planting are currently in progress. Following the completion of these efforts, the only remaining project milestones would be the establishment of the new sod, the lining of the sewer, and the completion of any punch list items.
October 15, 2021Grading of parkways and placement of topsoil took place this week. There is still some remaining concrete work that must take place. Final asphalt surface paving is expected to be completed next week. Sodding is also tentatively anticipated to begin next week. Following the completion of those efforts, the only remaining project milestones would be the establishment of the new sod and the completion of any punch list items.
October 8, 2021Paving of a preliminary layer of asphalt, or “binder course” took place this week. Most residents on Charles Avenue regained driveway access at the end of the week. The contractor is now working to complete all remaining concrete work and to grade parkways and place top soil in preparation for final surface paving and sodding.
October 1, 2021The new concrete curb and gutter was poured earlier this week. Other concrete work, such as sidewalk and driveway apron construction, are currently underway. Residents on Charles Avenue are currently without driveway access while this work takes place and the new concrete cures. Paving of a preliminary layer of asphalt is expected to take place next week, at which point most (if not all) residents should regain driveway access.
September 24, 2021Underground utility construction work is now complete. Excavation and preparation of the new roadway are now underway.
September 10, 2021Staff received a water operating permit for the new main from the Illinois EPA. The contractor began installing water services on the new main. Residents will experience a brief disruption in their water service when their service line is transferred over to the new main. Residents will be encouraged to flush their water line following this transfer to remove any debris from the line. Installation of the storm sewer main is nearly complete, and installation of curb structures and pipes will follow.
September 3, 2021The new water main has passed required testing. Staff is now working to obtain a water operating permit for the new main from the Illinois EPA. Once the main has an operating permit, the contractor will begin installing water services on the new main. Residents will experience a brief disruption in their water service when their service line is transferred over to the new main. Residents will be encouraged to flush their water line following this transfer to remove any debris from the line. Construction of the new storm sewer also continued this week. Replacement of sanitary sewer services is also in progress.
August 27, 2021The new water main is currently in the process of undergoing testing and disinfection. After this process is complete and all testing has passed, the new main will be placed into service. That process is expected to be completed by the end of next week. At that point the contractor will begin installing water services on the new main. Residents will experience a brief disruption in their water service when their service line is transferred over to the new main. Residents will be encouraged to flush their water line following this transfer to remove any debris from the line. Construction of the new storm sewer also continued this week. Installation of the storm sewer main is nearly complete, and installation of curb structures and pipes will follow.
August 20, 2021Installation of the new water main was completed this week. The new water main must now undergo pressure testing, disinfection, and bacteriological testing before it can be placed into service. That process is expected to take several weeks to complete. Construction of the new storm sewer also began this week. The contractor is planning on utilizing two crews in the coming weeks. With multiple crews working during the day, it may be difficult for traffic to move through the corridor, and access to driveways may be impacted during working hours.
August 13, 2021The Village has contracted with Midland Plumbing to provide televising of sewer services on Charles Avenue next Tuesday, Wednesday, and Thursday. Letters notifying of the televising opportunity were delivered to residents on the west side of the street this morning, Friday, August 13. Due to the schedule of the construction, there is a limited amount of time available to provide this service. This week the contractor progressed with the installation of the new water main. The contractor is planning on utilizing two crews in the coming weeks. With multiple crews working during the day, it may be difficult for traffic to move through the corridor, and access to driveways may be impacted during working hours. Construction of the new water main is underway.
August 6, 2021Construction began this week. Efforts that took place included construction layout, utility locates, and tree removal. Full construction operations are expected to begin next week.

January 26, 2021Design of this project is complete. An IEPA water construction permit has been issued. An ordinance authorizing the Village to borrow funds from the IEPA for the wastewater component of the project was approved at the January 25, 2021 Village Board meeting and is now pending publication in the Daily Herald followed by a public comment period as required.
