This project is a portion of the larger Sugar Creek Watershed Drainage Improvement Project. This project includes:

OBJECTIVE

To significantly improve the condition of the roadway by means of selected pavement rehabilitation methods. The installation of the storm sewer will lessen the frequency of flooding. To expand the Jackson Pond detention basin to lessen the frequency of flooding. The flood control improvements are a portion of a larger project identified in the Sugar Creek Basin Flood Control Study.

DESCRIPTION

This project consists of pavement improvements on South Michigan Avenue from Jackson Street to Madison Street and the installation of storm sewers. Some selective water and sanitary system improvements are included.

JUSTIFICATION

The Village's pavement management program has determined that the condition of the street has deteriorated to the point that pavement rehabilitation is needed. Sanitary sewer replacement will be determined by televising. This project is to be partially funded by voter approved bond proceeds. The storm sewer is proposed in the V3 Flood Control Study. The Jackson Pond expansion is proposed in the V3 Flood Control Study.

January 25, 2019The Jackson Pond Outlet Project was advertised. The bid opening is Tuesday February 12, 2019, at 10:00 a.m.
January 3, 2019Construction is expected to begin in early 2019.
December 13, 2018Construction is expected to begin in January.
December 6, 2018A preconstruction meeting was held on December 4, 2018. The contractor expects to begin work in January.
November 29, 2018A preconstruction meeting for Jackson Pond is scheduled for December 4, 2018.
November 8, 2018Staff met with the County to discuss stormwater modeling and issues with School District 45.
November 1, 2018A bid opening for the overflow basin was held on November 1, 2018. Staff plans to submit a recommendation to the Board at the November 26, 2018 Board Meeting.
October 29, 2018A second addendum was issued for Jackson Pond. The bid opening has been rescheduled for November 1, 2018.
October 25, 2018Michigan Avenue: a final balancing change order was approved by the Board on October 22, 2018 and Staff is working to close out the project.
October 18, 2018A bid opening for the overflow basin is scheduled for October 30, 2018. District 45 has notified the Village that they do not wish to allow any spoil from the expansion of Jackson Pond, including that which is generated from District 45 property, on District 45 property.
October 11, 2018Michigan Avenue: a final balancing change order will be presented to the Board at the October 22, 2018 Board Meeting.

Jackson Pond: Staff has received County approval to bid the project. A bid opening is scheduled for Tuesday, October 30th, 2018 at 10:00 a.m.. A mandatory pre-bid meeting is scheduled for Tuesday, October 23, 2018 at 10:00 a.m. The village is awaiting a response from District 45 about work on District 45 property.
October 4, 2018Staff is waiting for final approval before going out to bid for Jackson Pond. The Village provided responses to questions from District 45 about the Jackson Pond construction project.
September 20, 2018Staff provided review comments to the consultant for Jackson Pond. The village received questions from District 45 about the construction on their property and Staff is working to address those questions.

May 17, 2018On Michigan Avenue, the HMA binder has been installed as well as the sod. HMA surface is expected to begin the week of May 21, 2018.
May 10, 2018On Michigan Avenue, excavation of the pavement is complete. The HMA binder will be installed next week, weather permitting.

The design consultant is working to complete plans and specs for Jackson Pond.
May 3, 2018All concrete work is complete on Michigan Avenue. Removal of the existing pavement has begun.

V3 Companies is working to complete Phase II design for Jackson Pond. Staff is working with V3 Companies to provide DuPage County with Grant requirements.
April 26, 2018Underground work and concrete removal is complete on Michigan Avenue. Concrete replacement is expected to be complete the week of April 30th.

Staff is working with V3 Companies to provide DuPage County staff with grant requirements, and with State Hazard Mitigation Department to respond to questions about possible additional funding for future phases.
April 19, 2018On Michigan Avenue, the installation of all storm sewers is nearly complete. Sanitary service and lead water service replacements will follow.

March 15, 2018On Michigan Avenue, Installation of the 72'' diameter sewer began this week. Public works and the Police Department assisted with traffic flow around Jackson Middle School while the intersection of Jackson and Michigan was closed for construction.

The design engineer is working on Plans and Specs for Jackson Pond.

The results will be analyzed and incorporated into the design.

September 28, 2017Staff will be attending the District 45 Board Meeting on October 2, 2017 to discuss questions about the project. Staff hopes to receive approval from District 45 on the IGA shortly after the questions are answered. The IGA will be presented to the Board for consideration when District 45 is ready. Staff is working to setup a project kickoff meeting for Phase II Design Engineering.

September 15, 2017Staff received a proposal to complete Phase II design engineering of Jackson Pond from V3. Staff plans to submit the agreement to the Board for consideration at the September 25, 2017 Board Meeting.
September 8, 2017District 45 provided comments on the IGA for Jackson Pond. Staff found them to be mostly acceptable and hopes to have the final version completed soon.
