Objective

To improve the area of the roadway by removing the existing deteriorated pavement and replacing it with new, structurally sound pavement. To reduce the frequency and severity of flooding and sewer backups by separating the existing combined sewer.

Description

This project consists of the reconstruction of selected areas on East Maple Ave, North Summit Ave, East Oak St, East Pine St, East Division St, and North Myrtle Ave within the Village of Villa Park.

This includes installation of new storm sewers, manholes, inlets and catch basins, Hot-Mix Asphalt (HMA) selective pavement improvements, selective drainage and utility improvements, pavement markings, erosion & sediment control, and restoration and other related and incidental work. This project will include approximately 5,670 linear feet of storm sewers. The combined length of road improvements is 8,077 feet. 

Justification

The Village's pavement management program has determined that the condition of these streets has deteriorated to the point that pavement rehabilitation is needed. This project is to be partially funded by voter approved bond proceeds.

BIDDING & PLANHOLDERS  INFORMATION

This project will be advertised via the online bidding service QuestCDN. Bids will be received exclusively on QuestCDN. A bid opening will be held on Zoom immediately following the bid deadline. Submittals of bids outside of QuestCDN, whether paper or other format, will not be accepted.

October 15, 2021Full construction efforts are expected to begin the week of October 18, 2021.
September 24, 2021A preconstruction meeting was held this week. Work is expected to begin on Maple Avenue between Summit Avenue and Villa Avenue first. Preliminary construction efforts on that street are tentatively planned to begin the week of October 11, 2021, with full construction efforts tentatively planned to begin the week of October 18, 2021. Other streets on the project may be started before winter if time and weather permit.
September 3, 2021A construction contract has been executed. A proposed engineering services agreement with Hancock Engineering for Phase III construction engineering is being submitted for consideration at the September 13, 2021 Village Board meeting. Staff is working to coordinate the start of construction.
August 20, 2021Staff is in the process of executing contracts for this project.
July 16, 2021The Village has accepted and returned a loan funding agreement for this project to the Illinois EPA. Staff is now working to execute construction contracts for this project.
July 9 ,2021The Village received a loan agreement from the Illinois EPA this week. The Village must accept and return the agreement to the IEPA, and upon full execution of the agreement by the IEPA the Village will be able to proceed with final construction contract award and prepare for the start of construction.
June 25, 2021Staff submitted the required bidding documentation to the Illinois EPA for review and approval, and is now in the process of responding to requests for additional information from IEPA staff in anticipation of the IEPA’s award of loan funding for the project.
June 18, 2021A contingent contract has been awarded. Staff is awaiting review and approval of the IEPA’s award of loan funding for the project.
June 11, 2021A recommendation to approve a contingent contract award has been submitted for consideration at the June 14, 2021 Village Board meeting.
June 4, 2021A bid opening for this project was held this week. Staff is working to submit the required bidding documentation to the Illinois EPA for review and approval prior to the IEPA’s award of loan funding for the project.

Plans for this project are now final, pending IEPA review. A loan ordinance authorizing the Village to borrow funds from the Illinois EPA was approved at the September 14, 2020 Village Board meeting. The ordinance is now subject to a required public comment period.
