OBJECTIVE

Provide necessary interim repairs to the bridge.

DESCRIPTION

The St. Charles Road Bridge Improvement Project consists of replacement of neoprene expansion joints with silicone expansion joints, installation of new retainer plates, cleaning and re-grouting of a keyway, and removal and replacement of bituminous surface course and waterproofing membrane. St. Charles Road has been resurfaced in 2010. It will also consist of Design Engineering and Construction Oversight by a consulting engineer. St. Charles Road Bridge was excluded from the resurfacing project due to necessity of addressing the structural components of the bridge.

JUSTIFICATION

This project will provide marked benefits to a larger portion of the Village of Villa Park, as well as pass-through motorists (average daily traffic on St. Charles Road between Illinois Route 83 and Westmore Meyers Road is 26,400).

December 20, 2019The new bridge deck on the south half of the bridge was installed this week. Pending sufficient curing time for the new concrete, the bridge is expected to be fully opened to traffic late next week or early the week of New Year’s.

November 1, 2019The north half of the new bridge deck was poured last week. Installation of some remaining concrete curb and sidewalk is taking place today and paving of the asphalt approaches is expected to take place early next week, weather permitting. Traffic is expected to be transferred from the south half of the roadway to the north half in the next one to two weeks.

August 30, 2019Removal of the north half of the bridge superstructure is underway.  Fourteen of the twenty-one deck beams were removed this week, and removal of the remaining seven deck beams is pending. Installation of sheet pilings is expected to begin next week. Approval of the funding agreement and the engineering services agreement by IDOT is pending. AT&T has completed the removal of their fiber optic lines from the bridge.

July 26, 2019Construction began this week. Work included installation of traffic control and implementation of the lane shift, placement of protective concrete barriers between the driving lanes and the work area, and milling of the existing asphalt pavement. Removal of the north half of the bridge superstructure is expected to begin next week.

June 6, 2019The Village Board approved both the Local Public Agency Agreement (LPAA) for funding of construction and construction engineering, and also the Intergovernmental Agreement between the Village, the City of Elmhurst, and the Elmhurst Park District for future maintenance, at the special board meeting held on May 28, 2019. The City of Elmhurst and the Elmhurst Park District have also approved the Intergovernmental Agreement. Staff is now working to provide IDOT with the necessary documents related to these approvals.
May 30, 2019The Village Board approved both the Local Public Agency Agreement (LPAA) for funding of construction and construction engineering, and also the Intergovernmental Agreement between the Village, the City of Elmhurst, and the Elmhurst Park District for future maintenance, at the special board meeting held on May 28, 2019. The Elmhurst Park District has also approved the Intergovernmental Agreement. That agreement will be considered by the City of Elmhurst at their City Council meeting scheduled for next Monday, June 3, 2019.
