Drainage Assistance Program

The Village of Villa Park provides advice and potentially monetary assistance to property owners to mitigate private property drainage problems. Monetary assistance is limited to 50% of the cost of design and construction of eligible projects for single-family zoned properties.

STORM SEWER SYSTEMS

A typical solution implemented as a part of the drainage assistance program is the installation of a private-property storm sewer system. Such a system consists of one or more drains installed in low areas, with a small pipe connecting them to the public storm sewer. Unfortunately, this solution cannot be implemented in areas that do not have separate storm sewers, as it is illegal to make a stormwater connection to sanitary or combined sewers. There may, however, be other solutions which can still be implemented, such as regrading, relocation of downspouts and sump pump outlets, etc. These potential alternatives can also be investigated as a part of the drainage assistance program.

In cases where a private-property storm sewer system can be installed, it may also be possible to install such a system on adjacent properties, thereby solving multiple drainage issues as part of a single construction project. This method allows multiple property owners to fund the private share of the project cost, making the project more affordable for each individual property owner.

The packet contains a "Drainage Complaint Investigation Form" which must be filled out with as much information as possible and submitted to the Village of Villa Park with a $250 deposit. This deposit will be applied towards the costs of any future drainage solution, and can be refunded to the property owner should a viable solution to the drainage problem not be found.

PRIORITization

This program is typically administered on a first-come/first-served basis, with the Village overseeing the tasks of project design, bidding, and construction. Property owners who want to move more quickly can do so by performing some or all of these tasks themselves, with the Village providing limited guidance. As with any program utilizing Village funds, timelines are subject to budget constraints and the project must follow applicable state and local laws.
