South Villa Avenue Improvement Project

General Project Information

The Village of Villa Park's South Villa Avenue Improvement Project consists of the reconstruction or resurfacing of South Villa Avenue from St. Charles Road to Madison Street. In addition to the roadway improvements which are planned, the project will also include the installation of new storm sewer throughout much of the project area, the completion of necessary repairs to the sanitary sewer system, the installation of a new street and pedestrian lighting system, replacement of some sidewalk and curb and gutter, and various other items. The project is part of ongoing efforts to update and enhance Village infrastructure.

The project is being funded by a number of sources, including a Surface Transportation Program (STP) grant which will fund a portion of the roadway improvements; a Congestion Mitigation and Air Quality Improvement (CMAQ) grant which will fund sidewalk and other pedestrian improvements; a HUD Economic Development Initiative (EDI) grant which will fund lighting improvements; and other various state and local funding sources which comprise the remainder of the costs of the project. The total amount of the contract awarded for the project is approximately $4.2 million.

The general contractor for this project is R. W. Dunteman Company of Addison, Illinois. The project was designed by engineering consultant Stanley Consultants, Inc., of Chicago, Illinois. The project is being overseen by the Village of Villa Park Public Works Department. *** CURRENT PROJECT STATUS ***

Preliminary paving of the west half of the roadway in the South Villa Business District was completed last week. The installation of new concrete sidewalk in the business district is also nearing completion, with much of the sidewalk on the west half of the roadway already having been installed, and work continuing this past weekend and week on the installation of much of the sidewalk on the east half of the roadway. Some gaps in the new sidewalk still remain in order to accommodate the installation of street light poles, tree grates, and other amenities. This remaining sidewalk installation work is ongoing, and is tentatively expected to be completed next week.

Work is also continuing on the new street lighting system. Installation of new concrete light pole foundations is now complete, and the installation of new street and pedestrian light poles and the accompanying electrical system is tentatively expected to begin within the next several weeks. There are also some issues with previously-existing storm sewers in the portion of the project area between St. Charles Road and Wildwood Avenue that are currently being resolved. Once these issues have been addressed, final asphalt surface paving should be able to begin. Crews have also been working to perform final adjustments to manhole frames in anticipation of this final asphalt surface paving. This adjustment work should be completed this week. The installation of streetscape amenities, such as bicycle racks, trash receptacles and park benches is also ongoing.

Information about the project, including the progress schedule, completed and anticipated work efforts, and other various items, is posted below on a periodic basis.


09/28/2011 Preliminary paving of the west half of the roadway in the South Villa Business District was completed last week. The installation of new concrete sidewalk in the business district is also nearing completion, with much of the sidewalk on the west half of the roadway already having been installed, and work continuing this past weekend and week on the installation of much of the sidewalk on the east half of the roadway. 08/04/2011 Preliminary paving is currently underway in the east half of the roadway in the South Villa Business District-- the portion of the project area between St. Charles Road and Park Boulevard. Following completion of this preliminary paving, construction operations will move to the west half of the roadway, where underground utility work is tentatively scheduled to begin next week.

In order to facilitate this work, traffic patterns on South Villa Avenue will be changing as well. Beginning the afternoon of Friday, August 5, 2011, traffic in the business district will be moved to the new pavement in the east half of the roadway. Traffic will also be restricted to one-way southbound until construction of the west half of the roadway is substantially complete. A new detour route will be put in place which reflects these changes. The portion of the project area between Park Boulevard and Madison Street will remain open to local traffic only, as it has been since the start of construction. We ask that motorists exercise appropriate caution both during and after this transition.
06/02/2011 Sidewalk installation and other restoration work are continuing in the portion of the project area between Park Boulevard and Madison Street. Storm sewer installation is continuing in the portion of the project area between St. Charles Road and Park Boulevard.
05/16/2011 Lane closures were implemented on St. Charles Road as planned. Work related to the connection of the new storm sewer on South Villa Avenue to the existing storm sewer on St. Charles Road is underway. Removal of the existing pavement and excavation work are currently in progress in preparation for the completion of the actual connection, expected to take place within the next few days.

Curb and gutter and driveway restoration work is tentatively scheduled to begin in the portion of the project area between Park Boulevard and Highland Avenue on Wednesday, May 18, 2011. During this time, crews will be installing and setting a stringline and preparing the roadway for curb installation. This work will be followed by the pouring of the new concrete curb. Driveway apron replacement and sidewalk replacement may also take place during this time. The process will conclude with the paving of a preliminary layer of asphalt.

Letters were distributed to residents on South Villa between Park and Highland with information about the start of this work in that portion of the project area. The letter outlines how construction operations will affect driveway access for residents in that area, and provides information about temporary parking accommodations. 05/13/2011 Necessary lane closures will be implemented on St. Charles Road beginning the morning of Monday, May 16, 2011. Traffic will be relocated to the north portion of the roadway, and will be restricted to one lane in each direction. These lane closures are needed to allow the connection of the new storm sewer on South Villa Avenue to the existing storm sewer on St. Charles Road. They are expected to be in place for much of the week of May 16. Access between St. Charles Road and Villa Avenue should be maintained throughout most of this time; however, because of the impact these lane closures will have on traffic, we recommend that motorists use alternate routes whenever possible. Those who must travel through this intersection are asked to exercise appropriate caution and patience.
05/12/2011 Installation of concrete curb and gutter in the portion of the project area between Highland Avenue and Washington Street is expected to begin today.
05/11/2011 A number of the remaining gaps in the new concrete curb and gutter in the portion of the project area between Washington Street and Madison Street have been installed. The preparation of driveway aprons for restoration is now underway in this section. Crews also worked to install and set a stringline and prepare the roadway for curb installation in the portion of the project area between Highland Avenue and Washington Street.
05/10/2011 Installation of most of the new concrete curb and gutter took place in the portion of the project area between Washington Street and Madison Street. Some gaps remain where new curb and gutter must still be installed. Electrical and lighting system work are tentatively scheduled to begin in the next few days.
05/09/2011 Curb and gutter restoration work is currently underway in the portion of the project area between Highland Avenue and Madison Street. Crews are in the process of installing and setting a stringline and preparing the roadway for curb installation. This work will be followed by the pouring of the new concrete curb.
05/06/2011 The installation of new storm sewer service stubs, intended for the purpose of connecting potential, future private-property storm sewer systems, is now complete. Utility structure adjustments are being completed in anticipation of curb and gutter installation and asphalt paving. Preparation of the roadway is still ongoing.

05/04/2011 Installation of storm sewer on Washington Street has been completed. The installation of new storm sewer service stubs, intended for the purpose of connecting potential, future private-property storm sewer systems, is ongoing.
05/02/2011 Installation of mainline storm sewer on South Villa Avenue is now complete from Madison Street to Crescent Drive. Some remaining storm sewer work must still be completed on Washington Street, and some adjustments to the new storm sewer structures must still be completed prior to curb and gutter installation and asphalt paving. Excavation of the roadway, placement and compaction of new aggregate subbase, and other tasks related to the preparation of the roadway are ongoing.
04/19/2011 The Village held a public meeting for the South Villa Project. The meeting largely covered questions and concerns raised by residents and business owners who attended. Please see the Project Files section of this page, located below, for a copy of the meeting agenda, which provides a general outline of the format followed at the meeting.
04/14/2011 The Village will be holding a public meeting for the South Villa Project at 7:00 PM on Tuesday, April 19, 2011, at the Community Recreation Building, 320 East Wildwood Avenue. In addition to an overview of the project, the meeting will also cover the expected construction schedule and the anticipated impact of the remainder of the project on residents and businesses. All are invited to attend.

03/21/2011 Construction operations are tentatively scheduled to begin this week. The removal of pavement, curb and gutter, and driveway aprons will take place first, followed by the installation of the new storm sewer. Both of these efforts are tentatively expected to begin at Madison Street and progress to the north. These efforts are expected to continue for several weeks.

03/15/2011 Preliminary construction efforts are now underway. Full construction operations are expected to begin late this week or early next week.

A change to the phasing of construction is being considered in order to expedite project completion and decrease the impact of the project on the business district. Original phasing plans called for closing and constructing one-half of the roadway at a time, with the remaining lane left open to accommodate one-way traffic. The new phasing plan, as proposed, would consist of closing the residential portion from Park Boulevard to Madison Street to all non-local traffic. This would permit the contractor to complete necessary improvements to that entire section under a single, expedited timeframe, while known utility conflicts in the business district are resolved independently. The business district would remain open to two-way traffic while these conflicts are being resolved. Once the section from Park to Madison has been completed and the business district conflicts have been resolved, work in the business district could begin.
03/07/2011 Preliminary construction efforts, including the installation of traffic control, the mobilization of materials and equipment, and the locating of underground utilities, are tentatively scheduled to begin this week. Full construction operations are expected to begin within the next one to two weeks.

12/03/2010 A pre-construction meeting for this project was held by the Illinois Department of Transportation (IDOT). In addition to Village and IDOT staff, the meeting was also attended by staff from the general contractor, subcontractors, engineering consultants, and utility companies. Construction is tentatively expected to begin in mid-February 2011, weather and other circumstances permitting.
11/08/2010 The contract for this project, previously awarded on October 26, 2010, was executed by the Illinois Department of Transportation (IDOT) and R. W. Dunteman Company, Inc., of Addison, Illinois.
10/26/2010 A contract for this project was awarded by the Illinois Department of Transportation (IDOT) to R. W. Dunteman Company, Inc., of Addison, Illinois, in the amount of $4,234,991.28.
09/17/2010 A bid opening for this project was held as a part of the Illinois Department of Transportation (IDOT) bid letting, with ten (10) bids received. The apparent low bidder was R. W. Dunteman Company, Inc., of Addison, Illinois, with an as-read bid in the amount of $4,234,991.28. The engineer's estimate of construction cost was $4,914,849.00. IDOT is now in the process of reviewing bids in anticipation of awarding a contract.

The Illinois Department of Transportation (IDOT) is reponsible for the oversight of most Federally-funded construction projects in the State of Illinois. Because the South Villa Avenue Improvement Project is one such Federally-funded project, IDOT was responsible for bidding the project, awarding and executing a contract, and for ongoing construction administration.
