The Community Development Department is responsible for:

There are many tasks that Community Development is responsible for within these disciplines.  Listed below are the tasks that the department is responsible for broken down by area.  Click on the header of the area you are interested in to find the tasks listed out and an outline of the activites for each task.

Economic Development

  • Business Recruitment

  • Represent the Village at various regional events
  • Member of ICSC, ICC, EDA
  • TIF administration and reporting

Planning and Zoning

  • Process rezonings, variations, conditional uses, subdivisions, planned unit
  • Review New Development
  • Guide Applicants through the Entitlement Process
  • Process Improvements (i.e. concept plan)
  • Long Range & Short Range Planning (i.e. TOD plan, Comprehensive Plan update)
  • Coordinate with other departments
  • Coordinate with other agencies (IDOT, IEPA, Choose DuPage, KDSWCD, DuPage County)
  • Information Dispersion
  • Census
  • Mapping
  • Zoning Code Administration
  • Staff liaison to the Planning and Zoning Commission
  • Annexation

Building Permits

  • Building Plan Review/Process
  • Issue Permits for various types of building activities, including, but not limited to, demo, reconstruction, rehab, and residential accessory structures like pools, patios, driveways
  • Review Plans for mechanical, electrical, plumbing, structural, energy conservation code
  • Perform inspections for mechanical, electrical, plumbing, and structural
  • Issue Certificates of Occupancy
  • Permit Process (B, I, L, coordinating approvals.)
  • Coordinate reviews with other department
  • Building Code update
  • Code interpretation
  • Homeowner issues
  • Information Dispersion (handouts, flowcharts)

Property Maintenance

  • Maintain aesthetics/Code Enforcement
  • Administer the Vacant Building Ordinance
  • Monitor Foreclosed properties
  • Coordinate graffiti removal
  • Liaison with the Police department on the administration of V-tickets
  • Attend Field Court representing the Village
  • Prepare and record liens and release of liens for grass cutting and board ups
  • Coordinate with Police, Fire and Public Works regarding complaints
  • Handle overcrowding complaints
  • Conduct annual multi-family residential inspections
  • Conflict resolution (neighbor-neighbor and landlord-tenant)
  • Text Amendments to the Municipal Code
