Villa Park's strong tradition of volunteerism carries over into Village government. More than 90 citizens serve on Village advisory boards and commissions providing advice and assistance to the Village Board and staff.
Service on boards and commissions is an excellent way for citizens to become involved in the operations of their local government. These boards and commissions meet regularly to study and recommend action to the Village Board on various specialized areas of Village government.
The Village President is empowered to make all citizen appointments to boards and commissions according to law, with the advice and consent of the Trustees, when required. Most boards and commissions require that the member be a registered voter and reside in Villa Park for one year immediately preceding their appointment.

| Cable TV Commission
As part of the agreement between Comcast and The Village of Villa Park, Comcast provides Cable Channel 6 to the Village for public use. The Villa Park Cable Commission was established to oversee this channel and issues related to the operation of the channel. The Cable Commission meets at 6PM the first Monday of each month at the village hall, except when that Monday is a Holiday, then the Commission meets the second Monday of that month. The public is welcome and encouraged to attend all meetings.
The mission of TV VP Style Channel 6 is to serve as the public access, education and government channel, by providing the citizens of Villa Park with information about their government, community and quality of life. The goal is to encourage the diverse population of Villa Park to fully participate in and contribute to all local affairs.

The Community Pride Commission advises the President and Board of Trustees on matters relating to the overall image of the Village, including physical beautification, public relations, and coordination and promotion of volunteers and volunteerism within the Village.
Powers and duties include soliciting donations for the physical beautification and enhancement of the image of the Village; coordinate a volunteer program and encourage volunteerism, recommend activities which will accomplish its intents and purposes; prepare pamphlets concerning its goals and objectives; sponsor and coordinate a Village "Clean-Up Week"; and encourage neighborhoods to work together through formation of homeowners' associations or neighborhood improvement groups.

| Economic Development Commission
The Economic Development Commission prepares and recommends to the Village Board procedures for the planning, execution implementation of business district plans, including plans for development of adjacent areas to provide for the housing, social and recreational needs of the business district.
Powers and duties include acting as an agent for the Village for the purposes of business district development and redevelopment; collecting information on opportunities for business and investment in the Village; preparing pamphlets explaining opportunities; outlining Village regulations relating to energy conservation and environmental protection; assisting the Village Board to expand the tax base; and, assisting in plans to increase the opportunity for Village residents to obtain local employment

| Environmental Concerns Commission
The Environmental Concerns Commission advises the President and Board of Trustees on matters relating to the preservation, protection and improvement of the environment, including the quality of land, air and water.
Powers and duties include making recommendations regarding possible ways to improve, preserve and protect the environment; advise concerning actual or potential threats of contamination; make recommendations concerning local, state and national environmental issues; and cooperate with other boards and commissions to maintain and improve the quality of life for Village residents.

RESIDENTS interested in a better world for our children can find out what recycling and other environmentally-focused activities are being planned and organized through the DuPage County Environmental Committee by subscribing to 2 email newsletters which give dates for activities, such as the April 21 Recycling Extravaganza in Wheaton, April 22 Earth Day, and April 27 Arbor Day, plus the Bike-To-Work Week from June 11-15. Two email publications are especially informative: Ripples, which is primarily for educators and students, and the Green Bulletin, which is for anyone who wants to see LESS water and air pollution, LESS concrete and asphalt, and MORE trees, natural plantings, and healthy water and air for people, animals and birds. Environmental Concerns Commission Honors North School in Villa Park on March 5, 2007
North School's Triple-R Recycling Club has accomplished a great deal toward their goal of a totally sustainable no-waste school. Kids make sure lights are turned out when they leave a room, collect old crayons to be re-made into larger size crayons for the handicapped, create garden fertilizer from composting vegetable and fruit scraps into a worm composting bin, collect cell phones and batteries for recycling, and they are raising student and community awareness in the areas of zero waste and sustainability. These are ongoing programs - not something they've just done for a year. The Environmental Concerns Commission plans to honor North School's Triple-R Recycling Club with a presentation of a Certificate of Recognition at 7 pm at the School Board Meeting at North School on the evening of March 5, 2007. Any students, teachers, administrators, and parents involved in these worthwhile projects - we say three hurrahs for you!
Planting a Tree for the Billion Trees Project
The Villa Park Environmental Concerns Commission plans to have a tree planted (working with our very wonderful folks at the Public Works Department) in Villa Park this spring. We have set aside money in our budget to plant a NATIVE tree, possibly a black walnut (to provide food for beneficial insects, birds, and other wildlife) either on the Prairie Path or in one of our parks. The Commission urges every single resident of Villa Park to plant at least one tree this year, as part of the WORLDWIDE project of planting a Billion Trees!! To make sure YOUR tree is counted among the Billion Trees this year, enter your tree online at the United Nations website for UNEP United Nations' Environment Program. (Billion Tree Campaign)
In 2004, Kenya's Wangari Maathai became the first African woman and the first ""green"" activist to win the Nobel Peace Prize. Maathai is the founder of the 30-year old Green Belt Movement (GBM) which has organized tens of thousands of poor rural women in Kenya to plant more than 30 million trees to prevent soil erosion and provide firewood for cooking fires. Through protecting their environment and through the paid employment for planting trees, these modern day ""Janie Appleseeds"" are able to better care for their children and their children's futures. (Twenty years ago, only 9 trees were being replanted for every 100 that were being cut down in Africa, causing severe problems with deforestation such as water pollution, soil runoff, and lack of firewood and animal nutrition.) This project has made significant headway against the deforestation of Kenya. From 1977-97, the movement focused on planting trees on private land (schools, churches, farms, etc.). Since then, GBM's scope has broadened. To enhance the impact of environmental conservation, and raise the environmental consciousness to a new level, the focus of Phase II is to plant trees on public lands, such as parks and forest preserves. And just last month, Wangari Maathai, along with the United Nations' Environment Program (UNEP), launched a project to plant a billion trees worldwide, to help fight climate change and poverty. The goals of this ambitious project are that 1/6th of the world's 6 billion population plant a tree and make a long-term commitment to ensure each tree's survival. According to Achim Steiner, head of UNEP, a billion trees would soak up 250 million tons of carbon dioxide warming the atmosphere. Plant On!

The Commission is considering sponsoring another such event in 2008. Our Computer Recycling Event in October 2006 was an overwhelming success.

| Fire and Police Commission
The Board of Fire and Police Commissioners appoint all sworn officers of the fire and police departments, except for the police chief and fire chief.
Powers and duties of the Board of Fire and Police Commissioners include conducting all hearings on charges brought against any member of the police department and shall designate the penalty or punishment to be applied; and, the commission also determines the promotional lists for both Fire and Police Department sworn personnel. You may be required to disclose your political affiliation (if any) prior to appointment.

| Historical Preservation Commission
The Historical Preservation Commission advises the President and Board of Trustees on matters relating to the preservation of areas, places, sites, buildings, structures, and other objects having a special historical, community, or aesthetic interest, value, or significance to the Village.
Powers and duties include making recommendations concerning methods of increasing awareness of residents of the importance of preserving items, areas, sites, etc; and, aids in the development, restoration and preservation of the Villa Avenue Train Station, Ardmore Avenue Train Station, etc

| Local Liquor Control Commission
The Local Liquor Control Commission assists the Liquor Control Commissioner (Village President) in administering the Illinois Liquor Control Laws.
Powers and duties include having the jurisdiction to impose suspension, revocation or fine on any licensee in violation of the Illinois Liquor Control Law; and, conduct disciplinary hearings

| Planning and Zoning Commission
The Village has combined the delegated functions of planning and that of enforcement of its zoning regulations into a single body known as the Planning and Zoning Commission.
Powers and duties of this commission include having jurisdiction as to planning and zoning as set forth in the Villa Park Municipal Code; conduct public hearings; make recommendations to the Village Board regarding preliminary development and final development plans, plats of subdivision and zoning of annexed areas.

| Police Pension Board
This Commission administers the pension fund and designates the beneficiaries.
Powers and duties include control and management of the pension fund; order and direct the payment of pensions and other benefits to the persons entitled; submit annually to the Village a list of persons entitled to payments; and invest funds of the pension in accordance with state statutes.

| Senior Citizen Commission
The Senior Citizen Commission makes recommendations to the Village Board to insure and promote the well-being of the senior population of Villa Park.
Powers and duties include investigating the needs and concerns of the seniors; analyze complaints; promulgate and effect a program of publicity and public education regarding seniors; consult with other agencies concerned with seniors; and develop action programs of benefit to seniors.

| Sugar Creek Golf Course Administrative Board
The Village of Villa Park together with the Elmhurst Park District oversee the expenses, services and contractual obligations of the operation of the Sugar Creek Golf Course through this board.
Powers and duties include administering the day-to-day operation of the golf course; and is responsible for the supervision and employment of the golf course manager.

| Summerfest Commission
The Summerfest Commission recommends to the Village President and Board of Trustees an operating budget, entertainment and schedule of events for a family festival for the residents of Villa Park.
Powers and duties include constructing an event budget, researching activities for all ages, food vendors, crafters and other entertainment, soliciting community donations and volunteers, preparing public relations materials and coordinating all aspects of the event.

The Traffic and Safety Commission acts in an advisory capacity to the Village Board in all matters of traffic and safety which are initiated or investigated by the commission.

| NEDSRA Board of Trustees
NEDSRA (Northeast DuPage Special Recreation Association) provides comprehensive recreation programs for handicapped individuals of all ages in the 11 area communities.
The business of NEDSRA is managed by a Board of Trustees in accordance with the articles of agreement between the 11 public agencies. The NEDSRA Board of Trustees shall establish all major policies, including but not limited to, budgets, capital outlay, and a master plan. The Board shall also approve all contracts and employ an Executive Director to carry out the policies of the Board
