Objective


Provide necessary interim repairs to the bridge.

Description


The St. Charles Road Bridge Improvement Project consists of replacement of neoprene expansion joints with silicone expansion joints, installation of new retainer plates, cleaning and re-grouting of a keyway, and removal and replacement of bituminous surface course and waterproofing membrane. St. Charles Road has been resurfaced in 2010. It will also consist of Design Engineering and Construction Oversight by a consulting engineer. St. Charles Road Bridge was excluded from the resurfacing project due to necessity of addressing the structural components of the bridge.

Justification


This project will provide marked benefits to a larger portion of the Village of Villa Park, as well as pass-through motorists (average daily traffic on St. Charles Road between Illinois Route 83 and Westmore Meyers Road is 26,400).

 September 29, 2017 All lanes have been reopened following the completion of the emergency repairs and IDOT's approval.
 September 22, 2017 The temporary repairs were completed this week IDOT has been notified of the repairs and we are awaiting their response. Staff received approval from IDOT to submit the Phase II design engineering agreement and has done so. Upon approval from IDOT staff will submit it to the Board for consideration.
 September 15, 2017 The temporary repairs are scheduled to begin on 09/18/2017. This work will require 2 lanes of traffic to be closed. The work is scheduled to be done between morning and evening rush hours.
 September 8, 2017 The emergency lane configuration was implemented. Staff is working to get the temporary repair measure implemented. Work on the temporary repairs could begin as soon as the week of 09/11/2017.
 August 25, 2017 Staff has received approval from IDOT for the emergency lane configuration and is working with traffic control companies to get pricing and implement the lane changes.
 August 4, 2017 Staff received notice from IDOT that the westbound outside lane must be closed to traffic. Also, the weight restriction on the bridge must be reduced to 15 tons max. Staff is working to implement these changes.
 June 9, 2017 The Village was notified that this project has been awarded Major Bridge Funding which will cover up to 80% of the cost of construction.
 May 5, 2017 Staff has selected V3 Companies for Phase II design engineering. Upon approval from IDOT to initiate Phase II a design contract will be submitted to the Board for consideration.
 April 14, 2017 Staff interviewed the shortlisted consultants below. Upon selecting a firm staff will present a Phase II design contract to the Board.
 March 24, 2017 Staff has reviewed the qualifications and shortlisted Civiltech Engineering, Inc., Transystems, and V3 Companies to submit proposals and schedule interviews for Phase II design engineering.
March 10, 2017  Staff is reviewing consultant qualifications to determine the best fit.
 February 17, 2017 Staff has requested qualifications from consultants for Phase II design engineering be submitted by 03/03/2017.
 February 10, 2017 A presentation to the FHWA was made on 02/07/2017 and Staff was given the approval to move forward with the selection of a Phase II consultant.
January 27, 2017  A presentation to the FHWA will be made on 02/07/2017 in an attempt to receive approval for Phase II design engineering to begin.
 November 18, 2016 Phase I is nearly complete. Upon completion a proposal for Phase II will be brought to the Board for consideration.
 September 16, 2016 Engineering consultant continues to work on the Phase I requirements. An application for Major Bridge Funding was submitted on 09/09/2016.
 September 9, 2016 Staff reviewed a grant application for Major Bridge Funding. The application will be submitted on 09/09/2016.
 August 12, 2016 Engineering consultant continues to work on Phase I requirements. IDOT has informed the Village of a possible funding source for part of the improvements and a grant application is being prepared.
 July 8, 2016 A traffic control plan was submitted to IDOT. Engineering consultant continues to work on the Phase I requirements.

March 18, 2016  An IDOT Phase I kick-off meeting was held on 03/15/2016.
February 26, 2016  Phase I Engineering is ongoing.
 January 29, 2016 V3 Companies has submitted the Bridge Condition Report (BCR) to IDOT and continues to work on other Phase I Engineering tasks.
 December 4, 2015 Soil borings were completed this week.
 November 27, 2015 Soil borings continue to be taken and are expected to be complete early next week.
 November 20, 2015 Engineering consultant V3 Companies has completed the necessary topographic survey work. Soil borings are expected to take place within the next week weather permitting.
 October 30, 2015 An IDOT kick-off meeting has been scheduled for 11/04/2015. Staff has submitted a scope of work and budget change request to the Illinois Department of Commerce and Economic Opportunity (DCEO) to repurpose $80,000 in grant funds towards Phase I Engineering.
 October 16, 2015 Staff is currently working with engineering consultant V3 Companies to schedule an IDOT kick-off meeting. Staff received copies of the approved Phase I Preliminary Engineering Services Agreement and the executed Local Agency Agreement from IDOT this week. The consultant has begun preliminary design efforts for this project, including surveying, utility coordination and data collection. 
 October 2, 2015 An internal kick-off meeting with the consultant was held on 10/1/2015.
 September 25, 2015 Staff received notice from IDOT this week that the Phase I Preliminary Engineering Services Agreement with engineering consultant V3 Companies has been approved. The Village may proceed with Phase I engineering. Staff is now working with the consultant to schedule an IDOT kick-off meeting.

 May 8, 2015 The Phase I Preliminary Engineering Services Agreement with engineering consultant V3 Companies that was approved at the 04/27/2015 Village Board meeting was submitted to IDOT this week for processing and approval. Staff is now awaiting IDOT notice to proceed with Phase I engineering.

 April 10, 2015 IDOT has requested that the Local Agency Agreement (LAA) to provide 80% STP-BR funding for Phase I Engineering be executed by the Village. The LAA will be presented to the Village Board on April 13, 2015. Staff has received a proposed Phase I Preliminary Engineering Services Agreement for execution. The agreement was previously submitted to IDOT for review and approval. The engineering agreement will be presented to the Village Board for approval prior to start of the project. 
 February 20, 2015 Staff submitted draft Phase I agreements to IDOT this week for review.
February 6, 2015  Staff has received notice from IDOT that the project will receive funding for a portion of Phase I Engineering under the STP Bridge Program.
 January 30, 2015 Staff has received preliminary, unofficial notice from IDOT that this project will likely be approved for funding under the STP Bridge Program.
 January 9, 2015 The underwater inspection of the bridge piers has been completed and a report has been submitted to the Village.
 December 12, 2014 The underwater inspection of the bridge piers is tentatively scheduled to take place within the next two weeks.
 November 21, 2014 Staff submitted a letter to IDOT this week requesting funding for this project under the STP Bridge Program.

 October 31, 2014 A notification letter regarding the bridge weight limit posting has been sent to IDOT. A notification letter regarding the new bridge weight limit restrictions has been sent out to local businesses.
October 24, 2014  Staff has posted signage for the bridge weight limit restrictions imposed by IDOT. Staff met this week with engineering consultants Allen Engineering and V3 Companies, and also with the City of Elmhurst to discuss the bridge's condition and to determine the course of future bridge improvements.

September 12, 2014  Staff met with engineering consultants Allen Engineering and V3 Companies to discuss the bridge's condition. It was determined that the bridge superstructure will most likely need to be replaced within the next ten years. The Village will proceed with currently proposed deck repairs to improve rideability and protect the beams from further deterioration. Staff received revised, pre-final plans an specifications this week.
