Objective

To lessen the frequency and severity of flooding and sewer backups by separating the existing combined sewer.

Description

This project consists of the separation of the existing combined sewer main on North Third Avenue from Holly Court to Division Street.

Justification

The combined sewer separation was identified by the 2015 Comprehensive Flood Plan and Storm Sewer Analysis prepared by Christopher B. Burke Engineering, Ltd. (CBBEL).

Proposals shall be submitted in accordance with the Bidding Documents prepared by Christopher B. Burke Engineering, Ltd., 9575 W. Higgins Road, Rosemont, IL 60018.

Minority and Women Owned Businesses (MBE/WBE) are encouraged to submit bids on this project. Federal Labor Standards, Prevailing Wage Rates, and Section 3 regulations apply to this Project.

MANDATORY PRE-BID MEETING:  A mandatory pre-bid meeting for contractors interested will be held on March 9, 2021 at 11:00 a.m. via Zoom. Village and Consulting engineering staff will be on hand to answer questions regarding interpretations of the project plans and specifications and discuss project scheduling. If required, a project addendum will be prepared based upon questions raised by the bidding community and distributed to all attendees for inclusion within their respective bids. October 1, 2021Sodding of parkways was completed this week. The only remaining effort is the completion of punch list work.
September 24, 2021Parkway restoration is expected to be completed in the next few weeks.
August 27, 2021A preliminary layer of asphalt was paved this week. Final asphalt surface paving is expected to take place next week.
August 20, 2021The contractor is continuing the process of removing pavement and preparing the roadway base. The process is nearly complete, and next week the contractor is expected to fine-grade the roadway base and pave a preliminary layer of asphalt.
August 13, 2021The contractor is in the process of removing pavement and preparing the roadway base. Next week the contractor will continue to grade the subbase in preparation for paving. Driveway access may be limited as the contractor grades through driveway locations, but temporary ramps will be placed at each driveway once grading is complete.
August 6, 2021Lining of the sanitary sewer main was completed this week. Construction of sidewalk and curb and gutter is currently in progress.
July 30, 2021Underground utility work is complete. A change order to modify the scope of pavement improvements from resurfacing to reconstruction has been approved. Construction of sidewalk and curb and gutter is currently in progress.
July 23, 2021Installation of the new storm sewer is complete. Water system improvements are currently underway. A change order to modify the scope of pavement improvements from resurfacing to reconstruction has been submitted for consideration at the July 26, 2021 Village Board meeting.
July 2, 2021Several scheduled water shutdowns occurred this week to allow water system improvements to be completed. Work has resumed on the installation of the new storm sewer.
June 18, 2021Work continues on the new storm sewer.
June 11, 2021Construction is underway. Work is currently taking place on the installation of the new storm sewer.
June 4, 2021Construction began this week. The intersection of Third and Division is expected to be closed on Monday, June 7th, to allow for the replacement of a sewer manhole in that intersection.
May 28, 2021Some preliminary construction efforts began this week, including tree removal and the installation of tree protection.
May 14, 2021A construction contract has been awarded. Staff is working to get contracts executed. A pre-construction meeting was held with the Contractor and the DuPage County Community Development Commission. Construction is expected to begin the first week of June 2021. 
April 30, 2021A construction contract has been awarded. Staff is now working to get the contracts executed. A pre-construction meeting is scheduled for the week of May 10, 2021.
April 23, 2021Staff has obtained approval of the prospective contractor from DuPage County, as required by the terms of the CDBG grant funding awarded to the project. A recommendation to award a construction contract has been submitted for consideration at the April 26, 2021 Village Board meeting.

March 19, 2021A bid opening was held Tuesday, March 16, at 11:00 A.M. via Zoom. The apparent low bidder was John Neri Construction of Addison, IL with an as-read total of $948,907.95. The Village is reviewing the bid submittals.

January 11, 2021Questionnaires were distributed to residents within the project area.
January 1, 2021The project is under design. Bidding and construction are expected to take place in 2021.
